Foster Care Animals

Foster Care Provider

The Foster Care Program is made up of volunteers who offer temporary care for PHS/SPCA companion animals when they no longer require immediate veterinary supervision or behavioral evaluation, but are not quite ready for adoption. Kitten foster volunteers work onsite, in the Kitten Nursery at our Center for Compassion, but we also have an ongoing need for volunteers to provide foster care in their homes. Foster parents temporarily house shelter animals to help them become more adoptable; they help animals under the weather or recovering from injuries, work on specific challenging  behaviors in their home setting, or simply provide a stress free area for animals having a difficult time coping at the shelter.  We need foster volunteers for dogs, cats, puppies/kittens and nursing mothers.  Each of our Foster Care Providers participates in an interview and training process that prepares them for this work. For more information and to get started, please contact Larkin O'Toole at

If you found an underage kitten/s (underage is defined as “still nursing and less than 8 weeks old”) and plan to care for the kitten/s on your own, please use our “Getting Started” link below to help you on this journey.  We provide starter kits at our 12 Airport Blvd location, and they are also available at most pet supply stores. This link is guidance only for individuals who have found a stray kitten and want to keep the kitten and provide care on their own; it is not guidance for PHS/SPCA foster volunteers: Fostering Kittens: Getting Started
